    As the twenty-first century began, more children in the United States were growing up in poverty. Educating poor children well is costlier than educating those whose families have abundant or adequate resources. Thus, the schools find themselves shouldering additional burdens at a time when their own resources are declining. This fact contributes to the overall sense of crisis in education (Berliner & Biddle, 1995; Phillips, 1994; Reich, 1991; Thurow, 1992).

    CHAPTER TWO...
    Much was mentioned about the establishment of schools. Designed for the elite and priviledge white male. Minorities and women are challenged to compete in higher positions although organizations have tried to avert this challenge, the ideals are 100's of years old and perhaps the best way to overcome this is to provide opportunities for the disenfranchised to participate in policy by providing training sessions with opportunities to give meaningful feedback on policies.

    Organizations are designed (not necessarily on purpose) to discourage parental participation within the school. Small chairs in the classrooms, scheduled meeting times when parents are at work, Principals office not easily situated and not enough room for a family to sit and talk.

    CHAPTER THREE
    The growing diversity in American schools is cause for great concern. What should be taught as a curriculum, should it be so inclusive to teach about other countries an nationalities in dept.

    School officials would be wise to pay attention to the news before spending or seeking funds for special projects as the focus of the economy will help shape how money is received and spent.

    The minority population is increasing while the reverse is true for the white population is decreasing as the majority.

    People are now becoming noted as a multi-racial person.

    Financial access is steadily increasing for the top 20% and steadily decreasing for the bottom 80%.
